Dr. Abbey served for 30 years in the federal government, first as Director of Meteorology research for the Nuclear Regulatory commission (originally the Atomic Energy Commission) from 1972-1983, then in a similar position with the Office of Naval Research from 1983-2002. He has authored over 80 publications and several book chapters, primarily on application of extreme value theory to natural phenomena. He is a member of two national standards committees and is actively engaged with Sage, McGraw-Hill and Taylor & Francis concerning applied statistics and quantitative analysis in public administration. He is a consultant to Hyatt Hotels, Time-Life, the Weather Channel, Lawrence Livermore Laboratories and National Aeronautics and Space Administration. Dr. Abbey currently is an adjunct professor of graduate quantitative analysis and research methods at American University and has taught in the graduate programs at the University of Southern California, George Washington University and Virginia Commonwealth University. He received a doctorate and master's in public administration from the University of Southern California and in atmospheric sciences from Colorado State University, a masters in American history from the University of Oregon, and a bachelors in nuclear physics and American history from the University of Oregon.

Dr. Terry Anderson joined the faculty of Troy University in January 1998. Prior to that, she worked in law enforcement for 21 years, first with the Federal Bureau of Investigation (1976-1983) and later with the Broward Sheriff's Office (1983-1997). Her academic background is diverse. She earned undergraduate degrees from Stetson University (B.A. in Russian, 1972) and the University of Central Florida (B.A. in History, 1973). In addition, she has a degree in Statistics from the U.S. Department of Agriculture Graduate School (1982). She completed a Masters of Science in Management degree at St. Thomas University (1989). Finally, her Ph.D. in Public Administration was completed at Florida Atlantic University in 1997. Dr. Anderson has travelled extensively, including over 15 trips to the Republic of Georgia where she has taught numerous courses in an MPA program at the Georgian Institute of Public Affairs and consulted to develop and deliver seminars, including one in Organizational Management to President Saakashvili's Public Affairs Staff. She has published two case studies and one book, entitled, Public Administration in Transition: Managing the Public Sector in an Emerging Democracy.

Professor Craig began teaching for Troy University in 2004. He previously taught for a number of other schools including Wesleyan College in Georgia, the University of Alabama, University of Nebraska, University of Mississippi, and University of Arkansas. His wife's career as an Air Force officer required many moves. And, for several years, they lived in England at which time he worked for the Department of Defense. Professor Craig's business qualifications include an insurance license and a contractor's license in the State of California as well as a registration with the National Association of Securities Dealers (now the Financial Industry Regulatory Authority). He previously worked for various oil companies and banks. His academic qualifications include a Ph.D. in Political Science from the University of Mississippi, an M.B.A. in Management from Fairleigh Dickinson University, and a B.Sc. in Business Administration from California State University. Professor Craig's seminal work was his doctoral dissertation and magnum opus, "Empirical Tests of Dependency Theory in the Contemporary Commonwealth Caribbean." Since then, he presented and/or published numerous papers and/or articles. He also contributed a lengthy chapter to an edited book entitled "Public Administration in Transition: Managing the Public Sector in an Emerging Democracy." His main field of interest is political economy.

Dr. Dunning has a doctorate in public administration and urban policy from Old Dominion University in Norfolk, Virginia, a master of urban studies and a master of public administration from Old Dominion University in Norfolk, Virginia, and a bachelor of science in business administration from Wayland Baptist University in Wayland, Texas.
She spent over seven years teaching in the government and public affairs program at Christopher Newport University, Newport News, Virginia. Prior to teaching, Dr. Dunning spent over 11 years as a budget analyst with the Air Force at the Pentagon and Air Combat Command and was the program coordinator for the only Air Force GPRA pilot project. She is also a certified strategic planning facilitator.
Dr. Dunning is a member of the American Society of Public Administration and has been a past president of the Hampton Roads Chapter. She is also a member of the American Society of Military Comptrollers and was a past Air Force vice-president of the Hampton Roads Chapter. She is a member of the Phi Kappa Phi Honor Society (Interdisciplinary Studies) and Pi Alpha Alpha (Public Affairs and Administration) Honor Society. Dr. Dunning is also an ardent and life-long Cleveland Browns fan.

Tammy Barnett Esteves, Ph.D., is a native Virginian, now living in Orlando. Dr. Esteves ("Dr. E" to her students) brings both practical and academic experience to the field of public administration. She has been a full-time faculty member with Troy University's MPA program since 2002. Prior to TROY, she taught for Christopher Newport University, the University of Richmond, and Indiana State University. She has also taught individual courses for NC State, Virginia Commonwealth University, James Madison University and The Presidio Graduate School. Prior to entering the world of academia, her practical experiences included work as training coordinator for Virginia Blood Services; human resources director for International AutoSport; community services coordinator for the Jefferson Area Board for Aging; development coordinator for the Virginia Discovery Museum; and Interim Executive Director for Avalon, a women's shelter in Williamsburg, Virginia.
Dr. Esteves is very active in the American Society for Public Administration, where she is on the board of the Section of Democracy and Social Justice, and is a past president of the Evergreen Chapter in Seattle. She primarily teaches Research Methods, Leadership in Public Administration, Ethics in Public Administration, eGovernance, and Public Health Preparedness and Emergency Response. Her main research interest is the role of technology for building community, particularly in the areas of social media, crowdsourcing, and GIS. She brings these interests into the classroom with creative assignments to get students to think outside the box and make connections to the world around them, encouraging whole person education and lifelong learning.

Dr. Gibson received her PhD in Public Policy and Administration and Masters of Public Administration degree from Virginia Commonwealth University. She earned her Bachelor of Arts in Psychology degree from the University of Virginia.
Dr. Gibson has taught for Christopher Newport University, Old Dominion University, University of Virginia, University of Richmond, and VCU. Prior to entering academia, she served the public in the mental health field; lastly, as Program Coordinator for the Georgia Cobb County and Douglas County Boards of Health. Dr. Gibson also served as a management consultant for the Kennedy Institute in Washington, DC and for the Center for Community Development, Inc. in Cheverly, Maryland creating and implementing grants for agency growth.
Her work in community services began in residential care as Executive Director for Residential Services for the developmentally disabled of Butler County, Pennsylvania and then as Director of Residential Services in Maryland for the Rock Creek Foundation for Mental Health.
Dr. Gibson joined the faculty at Troy University in November, 2009. She teaches the Foundations, Public Policy, and Ethics courses for Troy and is currently conducting research in the moral development of ethics instructors and the so-called research-practice gap between academic exploration and the professional practice of management.
Dr. Gibson is a member of the American Society of Public Administration and has been a past president of the Hampton Roads Chapter.
Michael Guo-Brennan holds a Ph.D. in Public Policy and a Masters' degree in Public Administration from the University of Louisville as well as a Bachelors' degree in Music History from Illinois State University. Although living and working most of his life in the Midwestern United States, he comes to Troy from Prince Edward Island Canada, where he taught and worked as a Post-Doctoral Fellow at the University of Prince Edward Island. Prior to living in Canada, Michael served as a municipal government executive in Iowa and Maine. His teaching and research focuses on Public Policy, Immigration Policy, Civic Engagement, and Global Competency. Michael has a wife and step-son.

While at Auburn I was a Graduate Assistant with the Auburn University Multicultural Center where I served as a liaison for several campus organizations. I was an Instructor of Record teaching State and Local Government at Auburn where I took advantage of various opportunities to advance my education, experience, research, teaching, and outreach in the community. I also served as a Graduate Assistant of Space Allocation for the College of Liberal Arts.
I have won numerous awards to include: The Most Outstanding Student for the Masters of Public Administration Program in 2007; The 2009 Public Administration Scholarship from the National Forum of Black Public Administrators (East Alabama Chapter); The Women's Studies Program Graduate Student Award in 2009; and the College of Liberal Arts' Graduate Teaching Assistant Award for 2009-2010.
I am actively involved in the Troy and Auburn University, Troy, Auburn, and Phenix City communities and other local communities. I have served on panels, town hall meetings, volunteered for the Lee County Red Cross, Senior and Youth Interaction Society, and the National Community Service Day. Dr. Dayna McDaniel holds a Doctorate in Public Administration from the University of Alabama, an M.S. in Management, and a B.S. in Political Science.
Academic Experience: College instructor since 1990, Full-time instructor for Troy University teaching research methods, public personnel, and public health courses. Dr. McDaniel has taught as adjunct Professor for UWF, Embry Riddle, Barry University, OWCC, St Leo, and other colleges in Management Graduate and Undergraduate, Health Service Administration, and Public Administration. Her academic research has been in the areas of instructor online training and better communication with online students and advising online. She also has developed several internal organizations for the faculty and students use in which led to published articles as well as consulting with other departments and other educational institutions on the models.
Public Administration Experience; Dr. Dr. McDaniel began her political science career as an White House intern for the White House News Summary Office at White House Washington DC under the Reagan Administration and later became a Legislative Aid for Florida State House of Representatives in the Panhandle. Dr. McDaniel also had local county employment experience with her teaching career that began as an elementary (1-2nd Grade) and high school (algebra) teacher at Riverside, CA.
Military Career Experience: In Dr. McDaniel's military career, she is a retired Lt. Colonel in the Air Force Reserve Hospital Administrator (last assigned to HQ Air Force Special Operations Surgeon's office, Hurlburt Field) as the augmenter for the Command's Health Service Administrator. Lt. Col. McDaniel's past assignments are as follows: Mission Coordinator for Humanitarian Civic Action Missions in South America for the 919 Medical Squadron and Medical Readiness Officer, interim Squadron Hospital Administrator for the 919 Medical Squadron, Air Evacuation Operations officer for "live" patient missions on flying status for 68 Air Evacuation Squadron Norton AFB, CA (several patient evacuation missions accomplished throughout the European and Pacific theater); Director of Personnel for the 414 Medical Squadron, March AFB, CA.

Dr. Meine holds the academic rank of professor and is a member of the TROY Public Administration graduate faculty. He has served TROY for more than 19 years in a number of roles including eight years as the Regional Director of TROY's former Florida Region from which he resigned in 2007 to return to full time teaching. Dr. Meine also previously served as the Department Chair for Public Administration and as the Academic Director of TROY's Atlantic Region.
Dr. Meine's college and university level teaching spans more than thirty years. Prior to pursuing an academic career, as a graduate of the FBI National Academy, Dr. Meine served as a Special Agent for a Defense Department Criminal Investigative Organization where he managed various investigative units throughout the world. His previous professional positions also include: Supervising personal security for two Secretaries of Defense, personnel management at Federal Departmental Level, training consultant and trainer for New York City, New York State and New Jersey Social Service agencies and several investigative operations and training policy positions.
Dr. Meine's education includes a Bachelor of Science Degree from the University of Nebraska at Omaha; a Master of Arts Degree from John Jay College, City University of New York; and a Ph.D. in Public Administration from Golden Gate University in San Francisco.
Dr. Meine is a former President of the Florida Advisory Council on Military Education (ACME), is a past executive board member and treasurer of the National Association of Institutions for Military Educational Services (NAIMES) and he is active in the American Society for Public Administration (ASPA) where he is a past treasurer and a current member of the Executive Committee of ASPA's Ethics Section. Dr. Meine actively participates in academic and professional conferences, and he is active in his community. He has presented extensively in the international arena throughout Europe, and he has been a member of official ASPA delegations presenting at international conferences in Chengdu and Xiamen, China, and in Moscow, Russia. Dr. Meine's research and publication efforts focus on public sector ethics, teaching ethics, public budgeting and online education. Dr. Meine teaches at the graduate level online and in the classroom and has taught at the undergraduate level in the classroom and online. Dr. Meine and his wife Rita have three children, all current or retired military officers, and seven grandchildren ranging in age from 6 to 23.

Charles E. Mitchell, Ph.D., is a graduate of the University of Georgia and is currently employed with Troy University in Atlanta as an associate professor of public administration. He is a retired federal employee with thirty years of service with the U.S. Equal Employment Opportunity Commission (EEOC). At the EEOC, he served as enforcement supervisor, district training officer, staff consultant and coordinator of various investigative projects. Dr. Mitchell has also worked in the Atlanta Public Schools, Georgia State University and Clark Atlanta University. Published works on developing EEO law and ethics appear in the Labor Law Journal, The Review of Public Personnel Administration, Public Personnel Management Journal and academic conference proceedings in Europe. Leora S. Waldner, Assistant Dean, College of Arts & Sciences--TROY Online/Global Campus Associate Professor
Dr. Leora Waldner is an Assistant Dean and Associate Professor at Troy University. Dr. Waldner received her Ph.D. in city and regional planning from the University of California at Berkeley. She holds a joint master's degree in environmental planning from the University of California at Berkeley. Before returning to academia, she worked in policy analysis and environmental land use planning for local, regional, and state agencies.
Her academic research focuses on municipal incorporation and e-Service-Learning. Recent academic and professional research projects have included developing citizen guidebooks on municipal incorporation alternatives, creating a training manual for online educators, and providing pro-bono training on e-Advising and online teaching excellence for several universities.
Dr. Waldner's quest is to create an online class that radically transforms the student immersed in it. Her TROY Online classes feature on-demand mini-lectures as well as hands-on webinar workshops involving real-world policy issues, often with a non-profit or governmental agency community partner. Students in her classes build skills ranging from best practices research to virtual presentations. By encouraging students to have a voice in the class, she strives to create an enjoyable learning experience in an intensive high-performance classroom environment.
