halfulmerDr. Hal W. Fulmer currently serves as the Associate Provost and Dean of Undergraduate and First Year Studies at Troy University.

He served as a member of the Southern Association for Colleges and Schools (SACS) Leadership Team for the University’s successful reaffirmation of accreditation in 2007‐2010 and was a member of the University’s SACS steering committee in 2002‐2003.

Dr. Fulmer came to TROY following fourteen years as a faculty member and administrator at Georgia Southern University in Statesboro, Georgia. He served as chair of the Department of Communication Arts at GSU for six years and was Director of GSU’s SACS Self‐Study in 1992‐1994.

He holds a Ph.D. in communication from Louisiana State University and a Master’s degree in speech from the University of Georgia. He is the author and co‐author of numerous published essays, chapters, and reviews on a variety of communication‐related topics.

He has delivered over 500 workshops, seminars, and addresses on topics ranging from southern culture to nonverbal communication.
