Harold C. Moeller, J. D., CPCM, Adjunct Faculty
Harold C. (Hal) Moeller, J. D., CPCM is an Adjunct Instructor teaching courses in the Government Contracts certificate program, both through TROY Online and on site in the Atlantic Region since 2009.
He is a Contract Administrator with the University of Medicine and Dentistry of New Jersey in New Brunswick, and has more than twenty years purchasing and contract management experience in the public and non-profit sectors with agencies in Texas, Florida, New York as well as New Jersey.
In addition to a Master of Public Administration from California State University, Long Beach and a Juris Doctor from the City University of New York School of Law, he has completed course work in the Master of Laws program in Health Care Law and Policy at Seton Hall Law School. He is admitted to practice law in New Jersey and New York.
Hal Moeller has been a member of the American Society of Public Administration (ASPA) for more than twenty years and served in leadership capacities with the Houston Area and the New York Metro chapters. He has presented papers at national ASPA conferences as well as SECOPA and NECOPA.
He is a member of the National Contract Management Association (NCMA), and holds the Certified Professional Contracts Manager (Lifetime) designation from NCMA. He serves the Monmouth Chapter as Secretary.
